MANIFIESTO ECONÓMICO Y SOCIAL PARA CHILE
Para revertir este despojo histórico y la injusticia social perpetuada por generaciones, el pueblo de Chile exige una reparación estructural definitiva. La ciudadanía requiere un entorno seguro donde las mafias sean combatidas por policías dotadas de alta tecnología, los delitos corporativos reciban cárcel efectiva y se confisquen los bienes de la burguesía que evade capitales en paraísos fiscales. Detener este saqueo al erario público es la base indispensable para financiar derechos fundamentales universales, tales como el transporte estudiantil gratuito y la alimentación escolar garantizada en todos los niveles.

Antes de la interrupción democrática del 11 de septiembre de 1973, el gobierno de Eduardo Frei Montalva (1964-1970) lideró una economía mixta basada en la industrialización nacional y la Reforma Agraria. Este esquema mutó drásticamente con el Dr. Salvador Allende (1970-1973) hacia un socialismo de transición caracterizado por la nacionalización de la banca y la gran minería del cobre. Tras el golpe de Estado, la dictadura militar (1973-1990) ejecutó un quiebre radical conducido por los Chicago Boys, instalando el primer experimento neoliberal del mundo mediante la apertura arancelaria absoluta, la supresión de derechos laborales y la privatización de los servicios sociales básicos.

«EL SUEÑO»
El proyecto económico de vida que yo propongo con determinación, en mi doble condición de escritor y ciudadano chileno, constituye un plan de alta ingeniería diseñado para estabilizar el desarrollo de la nación y maximizar nuestras capacidades reales de competir y ganar en los mercados globales: las reservas estratégicas de cobre, litio y tierras raras, sumadas a una producción agrícola, marítima y ganadera de excelencia para la exportación. Mi visión despliega una estrategia comercial audaz que pactará negocios y turismo con todo el mundo bajo condiciones estrictamente soberanas, transformando la inteligencia artificial y la innovación científica en el motor del desarrollo. Este empuje financiará tecnología militar de vanguardia para asegurar la paz regional y garantizará de forma sostenible el bienestar que nuestro pueblo merece: medicina de excelencia, pensiones dignas y una felicidad social efectiva.
EPÍLOGO: ¿Cómo lograré los objetivos que pienso desarrollar nacionalmente? Este quiebre histórico se sustenta en auditorías cruzadas y en el manejo realista de nuestros pasivos. Asumo que Chile enfrenta una deuda bruta fiscal de US$ 154.980 millones (41,5% del PIB); renglón que se manejará honrando el 66% de los compromisos internos y refinanciando el 34% externo con multilaterales. El gasto social se financiará capturando el incumplimiento tributario de 7,6 puntos del PIB medido por el SII. Mediante Big Data, la Ley de Delitos Económicos y el levantamiento del secreto bancario, la persecución a la elusión y la confiscación de capitales fugados aportarán más de US$ 11.000 millones anuales. A esto se suma el blindaje de la renta minera, que proyecta US$ 7.690 millones de la minería privada (con el cobre a US$ 5,46 la libra) y US$ 918 millones por contratos de litio vía Corfo. Internacionalmente, mantendremos relaciones diplomáticas y de negocios con el mundo global entero bajo un estricto pragmatismo geopolítico, usando las normas de la OMC para amarrar los suministros a contratos plurianuales de conversión tecnológica con bloques asiáticos y europeos. La ingeniería matemática demuestra que el control de la deuda y la recuperación de nuestras riquezas bastan para financiar el transporte estudiantil gratuito, la ciberdefensa policial y la felicidad efectiva de la ciudadanía.

To reverse this historical dispossession and the generational social injustice, the people of Chile demand a definitive structural reparation. Citizens require a secure environment where mafias are combated by high-tech police forces, corporate crimes face mandatory prison sentences, and the assets of the bourgeoisie evading capital in tax havens are confiscated. Halting this plunder of the public treasury is the indispensable foundation to fund universal fundamental rights, such as free student transit and guaranteed school meals at all educational levels.

The economic life project that I resolutely propose, in my dual capacity as a writer and a Chilean citizen, constitutes a high-engineering plan designed to stabilize the nation's development and maximize our actual capabilities to compete and win in global markets: our strategic reserves of copper, lithium, and rare earth elements, coupled with excellence in agricultural, maritime, and livestock production for export. My vision deploys a bold commercial strategy that will secure business and tourism partnerships worldwide under strictly sovereign conditions, transforming Artificial Intelligence and scientific innovation into the engine of development. This drive will fund vanguard military technology to ensure regional peace, while sustainably guaranteeing the well-being our people deserve: excellence in medicine, dignified pensions, and effective social happiness.

I acknowledge that Chile faces a gross fiscal debt of US$ 154,980 million (41.5% of GDP); this area will be managed by honoring 66% of domestic commitments and refinancing the 34% external share with multilaterales under more favorable terms. Social spending will be financed by capturing the tax non-compliance of 7.6 GDP percentage points measured by the Internal Revenue Service. Through Big Data, the Economic Crimes Law, and the lifting of bank secrecy, the prosecution of tax avoidance and the confiscation of flight capital will inject over US$ 11,000 million annually. Added to this is the safeguarding of mining revenue, which projects US$ 7,690 million from private mining (with copper at US$ 5.46 per pound) and US$ 918 million from lithium contracts via Corfo. Internationally, we will maintain diplomatic and business relations with the entire global world under strict geopolitical pragmatism, utilizing WTO rules to bind supplies to multi-year technological conversion contracts with Asian and European blocs. Mathematical engineering demonstrates that debt control and the sovereign recovery of our wealth are sufficient to finance free student transit, cyber-police defense, and the effective happiness of our citizens.
