Gabriel Boric incorporó legalmente en la página 64 de su Programa de Gobierno de Apruebo Dignidad (2021) —documento oficial inscrito ante el Servicio Electoral de Chile (Servel)— el compromiso explícito de una «condonación universal de las deudas estudiantiles del Crédito con Aval del Estado (CAE)». Al utilizar esta oferta de manera irresponsable como un anzuelo electoral para captar los votos de los universitarios, sabiendo que no existía viabilidad presupuestaria, el mandatario cometió un engaño premeditado. Con este acto, instaló en la ciudadanía una expectativa que terminó justificando la rebeldía frente al cumplimiento de las deudas. Frente a los rumores sobre sus futuras aspiraciones públicas, el exmandatario no puede quedar libre de responsabilidad ni pretender un borrón y cuenta nueva; está obligado éticamente a responder ante quienes defraudó. Este caso debe quedar como una lección severa para que ningún futuro candidato se aproveche del pueblo con ofertas sin respaldo: la demagogia genera costos reales y la justicia exige que se asuma la culpa de la frustración social provocada.
El efecto inmediato de este anuncio fue el auge de la «morosidad estratégica», donde una parte importante de egresados con estabilidad laboral y sueldos altos decidió suspender sus pagos bajo el supuesto de que el Estado asumiría el total de la deuda. Aprovechando que este crédito posee la anomalía legal —ratificada por la Ley 21.214— de no registrarse en el boletín comercial (Dicom), estos profesionales continuaron solicitando productos financieros mientras evadían el contrato original. Hoy en día, quienes se niegan a cumplir recurren a la simulación de cesantías, convenios de renta mínima en la Tesorería General de la República o recursos judiciales para congelar los embargos de sus cuentas corrientes, utilizando artimañas para ocultar sus ingresos y esquivar la obligación legal que adquirieron voluntariamente.
No Evadir, Proteger el Futuro
A pesar de las distorsiones políticas, es necesario valorar el propósito de un sistema que ha permitido a miles de jóvenes alcanzar el sueño de lograr una carrera universitaria. En la vida nada es gratis, y para resolver la controversia del incumplimiento de los contratos, la solución pasa por implementar un mecanismo ordenado donde el retorno de las cuotas se gestione de manera fluida y directa a través del sistema laboral o tributario de cada trabajador con ingresos estables. El honor de una persona radica en responder por los compromisos que adquiere voluntariamente; por ello, es fundamental cuidar y mantener viva esta valiosa herramienta de financiamiento, asegurando que no muera y siga ofreciendo una oportunidad real de superación para que las próximas generaciones que no disponen de recursos económicos también puedan cumplir sus metas profesionales.

By irresponsibly using this offer as an electoral bait to capture university student votes while knowing that there was no budgetary viability, the mandate-holder committed a premeditated deception. With this act, he instilled an expectation in the citizenship that ended up justifying rebellion toward debt compliance. In light of rumors regarding his future public aspirations, the former president cannot be left free of responsibility or expect a clean slate; he is ethically obligated to answer to those he defrauded. This case must stand as a severe lesson so that no future candidate takes advantage of the people with unbacked offers: demagoguery generates real costs, and justice demands that the blame for the provoked social frustration be assumed.
The immediate effect of this announcement was the rise of "strategic delinquency," where a significant portion of graduates with job stability and high salaries decided to suspend their payments under the assumption that the State would assume the total debt. Taking advantage of the fact that this credit possesses the legal anomaly —ratified by Law 21,214— of not being registered in the commercial bulletin (Dicom), these professionals continued to request financial products while evading the original contract. Today, those who refuse to comply resort to simulating unemployment, minimum-income agreements with the General Treasury of the Republic, or judicial resources to freeze the attachments on their checking accounts, using ploys to hide their income and dodge the legal obligation they voluntarily acquired.
Do Not Evade, Protect the Future
Despite the political distortions, it is necessary to value the purpose of a system that has allowed thousands of young people to reach the dream of achieving a university career. Nothing in life is free, and to resolve the controversy of breach of contract, the solution requires implementing an orderly mechanism where the return of installments is managed smoothly and directly through the labor or tax system of each worker with stable income. A person's honor lies in responding to the commitments they voluntarily acquire; therefore, it is fundamental to care for and keep alive this valuable financing tool, ensuring that it does not die and continues to offer a real opportunity for self-improvement so that future generations who lack economic resources can also fulfill their professional goals.
