Paulo Contreras Cortés (54) fue un alto oficial de la Policía de Investigaciones (PDI) —donde llegó a ostentar el cargo de prefecto general e inspector general— que hoy es señalado públicamente como el «topo» institucional que operaba en las sombras de la policía civil. Tras su retiro de dicha institución, este sujeto dio el salto a la Agencia Nacional de Inteligencia (ANI), donde actualmente se desempeña en un cargo de extrema sensibilidad estratégica como jefe de la División de Contrainteligencia, unidad encargada por ley de detectar, precisamente, amenazas internas, espionaje y filtraciones dentro del Estado chileno.

La gravedad de su situación quedó al descubierto de manera accidental tras el estallido del «Caso Audios» en noviembre de 2023, cuando la Fiscalía incautó y vació el teléfono celular del influyente abogado penalista Luis Hermosilla Silva —hoy en prisión preventiva—, hallando un expediente exclusivo de más de 470 páginas de conversaciones de WhatsApp que sepultaron la impunidad del «topo». Este informe fiscal acredita que, entre 2018 y 2023, Contreras utilizó los recursos de inteligencia del Estado para fines privados, compartiendo sistemáticamente reportes judiciales reservados con Hermosilla. Para las materias de extrema confidencialidad, ambos utilizaban la aplicación cifrada Telegram, además de materializar las entregas de información de forma presencial a través de sobres blancos con contenido desconocido depositados directamente en la oficina del abogado. Con esta vulneración se comprometió la seguridad de figuras de oposición —como el exalcalde Daniel Jaude al rastrear sus flujos migratorios y viajes— e interviniendo de forma maliciosa en el proceso de ascensos de Carabineros de Chile. Esto se ejecutó al filtrar indebidamente la hoja de vida del general Mario Rozas y la del general Marcelo Araya, utilizando dichos antecedentes para alertar a Hermosilla sobre las designaciones del Alto Mando y sabotear carreras profesionales. Esta conducta evidencia que el traslado del funcionario a la ANI implicó, lisa y llanamente, entregarle las llaves de la seguridad interna al mismo funcionario que vulneraba el secreto policial, dejando al organismo encargado de perseguir el espionaje bajo el control de su principal amenaza.

Ante este escenario, queda en el aire una pregunta fundamental para la opinión pública: ¿Acaso la administración del Presidente de la República, José Antonio Kast, ve con normalidad estos trueques con la propiedad y la información del Estado para luego premiar a un «topo» con un cargo aún más alto en el escalafón de seguridad? Frente a la comunidad internacional y las agencias aliadas del ramo, los organismos de inteligencia exigen una seriedad absoluta basada en la doctrina del secreto y la confianza recíproca, ya que la deshonestidad de uno de sus jefes degrada al país a la categoría de socio vulnerable y frena el intercambio de información estratégica. Por consiguiente, quienes dirigen estas divisiones deben proyectar una imagen de intachable probidad, disciplina de hierro y una moral desprovista de ambiciones personales, garantizando que el poder del Estado custodie el bien común nacional y no los intereses de operadores o redes de influencia particulares.

Following his retirement from said institution, this individual made the leap to the National Intelligence Agency (ANI), where he currently serves in an extremely sensitive strategic position as Chief of the Counterintelligence Division, a unit mandated by law to detect, precisely, internal threats, espionage, and leaks within the Chilean state.
The gravity of his situation came to light accidentally following the eruption of the "Audios Case" in November 2023, when the Prosecution Office seized and extracted the contents of the cell phone belonging to the influential criminal defense attorney Luis Hermosilla Silva—currently in pre-trial detention—discovering an exclusive file of more than 470 pages of WhatsApp conversations that shattered the "mole's" impunity. This prosecutorial report proves that, between 2018 and 2023, Contreras utilized state intelligence resources for private purposes, systematically sharing restricted judicial reports with Hermosilla. For matters of extreme confidentiality, both used the encrypted application Telegram, in addition to carrying out physical handovers of information through white envelopes with unknown contents delivered directly to the attorney's office. This breach compromised the security of opposition figures—such as former mayor Daniel Jadue by tracking his migratory flows and travels—and maliciously interfered with the promotion process within Carabineros de Chile. This was executed by unlawfully leaking the resumes of General Mario Rozas and General Marcelo Araya, utilizing these background records to alert Hermosilla regarding High Command appointments and to sabotage professional careers. This conduct evidences that transferring this official to the ANI implied, plain and simple, handing over the keys to internal security to the very official who was violating police secrecy, leaving the agency responsible for pursuing espionage under the control of its principal threat.
