Gereral Confiesa: Les Sacaban Los Hojos

El general de división Joaquín Lagos Osorio ejercía la comandancia de la Primera División del Ejército en Antofagasta desde fines de 1972 y durante los sucesos del 11 de septiembre de 1973. Su trayectoria institucional, reputación y antigüedad jerárquica le otorgaban una posición de alta autoridad dentro de la institución. Al tomar conocimiento de las ejecuciones sumarias perpetradas de forma clandestina en su jurisdicción por la comitiva militar liderada por el general de brigada Sergio Arellano Stark —quien actuaba en calidad de oficial delegado bajo mandato directo de Augusto Pinochet—, Lagos organizó su traslado a Santiago bajo estrictas medidas de seguridad previsoras. Viajó por vía aérea escoltado por una sección táctica de asalto integrada por un grupo selecto de entre seis y doce suboficiales armados de su total confianza, quienes establecieron un perímetro defensivo en los accesos del edificio Diego Portales, entonces sede de la junta de gobierno, con instrucciones explícitas de intervenir en caso de una detención arbitraria. 

Ante el mando de la junta, el alto oficial desplegó una estrategia de resguardo legal e institucional encaminada a neutralizar cualquier orden de arresto inmediato. Remitió un oficio militar reservado que consignaba la ejecución y las condiciones de los catorce prisioneros, cuyos cuerpos presentaban fracturas óseas, lesiones oculares y mutilaciones por corvo antes del tiro de gracia. Tras exigir y obtener el acuse de recibo firmado que acreditaba la notificación de dichos ilícitos al poder central, Lagos Osorio formalizó su renuncia inmediata y pasó a retiro en resguardo de su integridad física. Durante su permanencia en la vida civil, adoptó protocolos rigurosos de protección y contrainteligencia doméstica, alterando sus rutinas operativas y custodiando el archivo probatorio bajo llave para eludir las acciones de vigilancia del aparato de inteligencia estatal.

Soldado De Honor 

El tramo final de su desempeño ciudadano se centró en el restablecimiento del orden constitucional y la administración de justicia. Pese a las constantes amenazas provenientes de sectores radicales y a su deteriorado estado de salud, en enero de 2001 compareció como testigo ante el juez especial de instrucción Juan Guzmán. Su declaración oficial aportó la prueba jurídica determinante que vinculaba causalmente las ejecuciones con el mando directo de Pinochet, insumo que posibilitó el desafuero judicial y el posterior procesamiento penal del dictador por crímenes de lesa humanidad. El oficial superior falleció en el Hospital Militar de Santiago el 10 de abril de 2003 a consecuencia de un proceso oncológico, quedando su testimonio asentado como el precedente técnico que invalidó el esquema de impunidad y el pacto de silencio institucional.

General Confesses: They Gouged Out Their Eyes

Major General Joaquín Lagos Osorio served as commander of the Army's First Division in Antofagasta from late 1972 through the events of September 11, 1973. His institutional career, reputation, and hierarchical seniority granted him a position of high authority within the institution. Upon learning of the summary executions clandestinely perpetrated within his jurisdiction by the military delegation led by Brigadier General Sergio Arellano Stark—who acted as a delegate officer under the direct mandate of Augusto Pinochet—Lagos organized his transfer to Santiago under strict, precautionary security measures. He traveled by air, escorted by a tactical assault section composed of a select group of six to twelve armed non-commissioned officers of his utmost trust, who established a defensive perimeter at the entrances of the Diego Portales building, then the headquarters of the government junta, with explicit instructions to intervene in the event of an arbitrary arrest. 

Before the command of the junta, the high-ranking officer deployed a legal and institutional safeguarding strategy aimed at neutralizing any immediate arrest order. He submitted a classified military dispatch recording the execution and the condition of the fourteen prisoners, whose bodies presented bone fractures, eye injuries, and mutilations by corvo knife before the coup de grâce. After demanding and obtaining a signed acknowledgment of receipt proving that the central power had been notified of said illegal acts, Lagos Osorio formalized his immediate resignation and retired to safeguard his physical integrity. During his time in civilian life, he adopted rigorous domestic protection and counterintelligence protocols, altering his operational routines and keeping the evidentiary archive under lock and key to evade surveillance by the state intelligence apparatus.

The final stretch of his civic actions focused on the restoration of constitutional order and the administration of justice. Despite constant threats from radical sectors and his deteriorating health, in January 2001 he appeared as a witness before special investigative judge Juan Guzmán. His official deposition provided the decisive legal evidence that causally linked the executions to Pinochet’s direct command, an input that enabled the judicial stripping of immunity (desafuero) and the subsequent criminal prosecution of the dictator for crimes against humanity. The senior officer passed away at the Military Hospital of Santiago on April 10, 2003, as a result of an oncological process, leaving his testimony established as the technical precedent that invalidated the scheme of impunity and the institutional pact of silence.
